Coastal authorities are at the forefront of decisions that affect marine ecosystems, local economies and the communities that depend on them. However, many lack structured training and practical resources on Ocean Literacy (OL) — understanding the ocean’s influence on people, how human activities affect it, and how this knowledge can inform responsible decisions. This gap is particularly relevant as coastal regions face pressures linked to climate change, ecosystem degradation and human activities.
BlueGOV addresses this need by bringing Ocean Literacy into governance, adult learning and community engagement. Its primary target group is coastal authorities and local decision-makers, while communities, businesses, educators, researchers, young people and other coastal stakeholders will also benefit from its activities and resources.
The project combines research, training and practical capacity building. It will analyse Ocean Literacy needs and existing practices, develop a competency-based training programme and practical toolbox, and provide flexible learning through an e-learning platform. These resources will be tested in pilot areas in the Baltic, Mediterranean and Atlantic regions, bringing together authorities and local stakeholders to explore how Ocean Literacy can be applied to real governance and community challenges. BlueGOV’s approach seeks to strengthen the connection between local leaders and their communities, making ocean-conscious thinking part of lifelong learning and decision-making.
